Mayor names New Department Heads

In a press conference held at 11 am Monday, July 17, 2017, Mayor Jamie Mayo named the following new Department Heads:

 -Director of Administration Stacey Rowell, CPA

-Assistant Director of Administration Curtis Heard

-Director of Community Affairs Robert Johnson

Mayor Jamie Mayo comments, “Each of these individuals brings a wealth of knowledge and experience to their new positions. I am excited to see what new creative and innovative methods they will use to help make their areas more efficient and productive.”

As per the city charter, Director of Administration Stacey Rowell and Director of Community Affairs Robert Johnson will have to be confirmed by the Monroe City Council. Their hiring will be up for council confirmation at the Monday, July 24, 2017, Monroe City Council meeting.

Director of Administration Stacey Rowell, CPA 
  • Has served as the City of Monroe Director of Accounting since 2005
  • Served in dual role of Assistant Director of Administration 
  • Fiscal Manager of the 1% Capital Infrastructure Tax 
  • Previously worked as the Monroe City School Board Chief Accountant (2001-2005) 
  • Certified Public Accountant 
  • BS in Business Management (Louisiana Tech) and BS in Accounting (LSUS) 
  • Divisions will include: Human Resources, MIS-Data Processing, Tax & Revenue, Utilities, Central Purchasing, and Accounting.
 
Assistant Director of Administration Curtis Heard 
  • Budget Officer in Dept. of Administration (since 2004) 
  • Takes on Dual role of Assistant Director of Administration 
  • Employed with City of Monroe since 1996 
  • Previous positions include: Cost Analysis and Purchasing Division Office Manager 
  • BS in Accounting (Grambling State University)

Director of Community Affairs Robert Johnson 

  • 30-years of experience as an educator 
  • Barkdull Faulk Elementary Principal (2003-2017) 
  • Carroll High School Principal (1998-2003) 
  • Has served as a classroom teacher and coach 
  • U.S. Army – Adjutant General Corp Personnel Officer (1980-1986) 
  • B.S. in Health and Physical Education (Texas College), Master’s Degree in Health and Physical Education (Texas Southern University), Master’s Degree in Administrative Management (Texas Southern University) 
  • Division will include: Monroe Civic Center, Masur Museum of Art, Parks & Recreation, Chennault and MUNY Golf Courses, Louisiana Purchase Gardens & Zoo, and Downtown Rivermarket.
