Section 8-01. Council Districts.

A. Council District One shall consist of that part of the city bounded by a line extending northwesterly along the center line of Eighteenth Street from Hudson Lane to Forsythe Avenue; northeasterly along the center line of Forsythe Avenue to Deborah Drive; northerly along the center line of Deborah Drive and continuing northerly along an extension of the center line of Deborah Drive to the intersection of the north line of Country Club Estates Unit No. 3 then easterly along the north line of Country Club Estates Unit No. 3 to the city limit; northerly along the city limit and continuing along the city limit to an extension of the center line of Hudson Lane; northeasterly along an extension of the center line of Hudson Lane to point of beginning. (Total population: 11,416; white: 11,185, 98 per cent; and minority: 231, 2 per cent)

B. Council District Two shall consist of that part of the city bounded by a line extending northwesterly along the center line of Eighteenth Street from Hudson Lane to Forsythe Avenue; northeasterly along the center line of Forsythe Avenue to Deborah Drive; thence northerly along the center line of Deborah Drive to the north line of Country Club Estates Unit No. 3; thence easterly along the north line of Country Club Estates Unit No. 3 to the city limit; southeasterly along the city limit and continuing along the city limit to the Sherrouse property line; southerly along the Sherrouse property line to its intersection with DeSiard Street; then easterly along DeSiard Street following the city limit line back to its intersection with the Sherrouse property line; then continuing southwesterly along an extension of Gerald Street to the center line of Grammont Street; then southwesterly along the center line of Grammont Street to the center line of U.S. Highway 165; then southerly along the center line of U.S. 165 to the Missouri Pacific Railroad tracks; then southwesterly along the Missouri Pacific Railroad tracks to center line of South Twenty-Sixth Street; then northerly along South Twenty-Sixth Street to the center line of DeSiard Street; then southwesterly along the center line of DeSiard Street to North Nineteenth Street; then northwesterly along the center line of North Nineteenth Street to the Washington-Lamy Connector; northeasterly along the center line of Washington-Lamy Connector to North Twenty-First Street; northwesterly along the center line of North Twenty-First Street to Louisville Avenue; northeasterly along the center line of Louisville Avenue to Oliver Road; northwesterly along the center line of Oliver Road to Hudson Lane; and southwesterly along the center line of Hudson Lane to the point of beginning. C. Council District Three shall consist of that part of the city bounded by a line extending northeasterly along the center line of Hudson Lane from the Missouri Pacific Railroad tracks to Oliver Road; southeasterly along the center line of Oliver Road to Louisville Avenue; southwesterly along the center line of Louisville Avenue to North Twenty-First Street; southeasterly along the center line of North Twenty-First Street to Washington-Lamy Connector; southwesterly along the center line of Washington-Lamy Connector to North Nineteenth Street; southeasterly along the center line of North Nineteenth Street to DeSiard Street; northeasterly along the center line of DeSiard Street to South Twenty-Sixth Street; southerly along the center line of South Twenty-Sixth Street to Missouri Pacific Railroad tracks; northeasterly along the Missouri Pacific Railroad tracks to the center line of U.S. Highway 165; northerly along the center line of U.S. Highway 165 to Grammont Street and then northeasterly along the center line of Grammont Street to Gerald Street; northeasterly along the center of Gerald Street and continuing northeasterly along the extension of the center line of Gerald Street to the Sherrouse property line; then southerly along the Sherrouse property line to the Missouri Pacific Railroad tracks; then northeasterly along the Missouri Pacific Railroad tracks to the city limit (west property line of Ouachita Parish High); then northerly along the city limit back to the Missouri Pacific Railroad tracks at Kenilworth Drive; then northeasterly along the city limit line and continuing along city limit line to the northeast corner of G.O. Dooley Addition, then northeasterly along the old city limit line* to Interstate 20; then westerly along the center line of Interstate 20 to Missouri Pacific Railroad tracks; northeasterly along the Missouri Pacific Railroad tracks continuing along the western spur of the Missouri Pacific Railroad tracks to the point of beginning. D. Council District Four shall consist of that part of the city bounded by a line extending northeasterly along the center line of Hudson Lane from the western city limit to the Missouri Pacific Railroad tracks, southeasterly along the Missouri Pacific Railroad tracks to Interstate 20; easterly along the center line of Interstate 20 to Texas Avenue, southwesterly along the center line of Texas Avenue to South Eighth Street; then southeasterly along the center line of South Eighth Street to Orange Street; northeasterly along the center line of Orange Street to South Twelfth Street; southeasterly along the center line of South Twelfth Street to Crescent Drive; then southwesterly along the center line of Crescent Drive to South Twelfth Street; southeasterly along the center line of South Twelfth Street to Temple Drive; southwesterly along the center line of Temple Drive to South Fifth Street; southeasterly along the center line of South Fifth Street to Winnsboro Road; southwesterly along the center line of Winnsboro Road to Wilson Street; southerly along the center line of Wilson Street to Thomas Avenue; westerly along Thomas Avenue to Alabama Street; northerly along the center line of Alabama Street to Phillip Street; then westerly along the center line of Phillip Street to the Missouri Pacific Railroad track; northerly along the Missouri Pacific Railroad track to Pargoud Drive (Hippolyte Avenue); southwesterly along the center line of Pargoud Drive (Hippolyte Avenue) to Dick Taylor Street; southerly along the center line of Dick Taylor Street to Jack McEnery Street; easterly along the center line of Jack McEnery Street to Polk Street; southerly along the center line of Polk Street to Lidell Avenue; easterly along the center line of Lidell Avenue to Jackson Street; southerly along the center line of Jackson Street to Vernon Street; westerly along the center line of Vernon Street to South Grand Street; southeasterly along the center line of South Grand to Ivy Place; westerly along the center line of Ivy Place and continuing along an extension of the center line of Ivy Place to the city limit; northerly along the city limit and continuing along the city limit to point of beginning. E. Council District Five shall consist of that part of the city bounded by a line extending from the intersection of South Eighth Street and Texas Avenue, northeasterly along Texas Avenue to the center line of Interstate 20; easterly along the center line of Interstate 20 to the old city limit line;* southerly along the old city limit line to the northeast corner of G.O. Dooley Addition; thence continuing westerly along the present city limit line to its intersection with the extension of Ivy Place; then northeasterly along center line of Ivy Place to South Grand Street; northwesterly along the center line of South Grand to Vernon Street; northeasterly along the center line of Vernon Street to Jackson Street; northerly along the center line of Jackson Street to Lidell; westerly along the center line of Lidell Avenue to Polk Street; northerly along the center line of Polk Street to Jack McEnery Street; westerly along the center line of Jack McEnery Street to Dick Taylor Street; northerly along the center of Dick Taylor Street to Pargoud Drive (Hippolyte Avenue); northeasterly along the center line of Pargoud Drive (Hippolyte Avenue) to the Missouri Pacific Railroad track; southerly along the Missouri Pacific Railroad to the extension of the center line of Phillips Street, then easterly along the center line of Phillips Street to Alabama Street; southerly along the center line of Alabama Street to Thomas Avenue; easterly along the center line of Thomas Avenue to Wilson Street; northerly along the center line of Wilson Street to Winnsboro Road; easterly along center line of Winnsboro Road to South Fifth Street; northwesterly along the center line of South Fifth Street to Temple Drive, then northeasterly along the center line of Temple Drive to South Twelfth Street; northwesterly along the center line of South Twelfth Street to Crescent Drive; along the center line of Crescent Drive back to South Twelfth Street; northwesterly along the center line of South Twelfth Street to Orange Street, southwesterly along the center line of Orange Street to South Eighth Street, northwesterly down the center line of South Eighth Street to the point of beginning. Section 8-02. Continuation of Actions.

A. All writs, actions, suits, proceedings, civil or criminal liabilities, prosecutions, judgments, sentences, contracts, franchises, debt or other obligations due by the City, rights or causes of action, claims, demands, titles and rights existing on the effective date of this charter shall continue unaffected. All sentences for punishment for ordinance violations or for crime shall be executed according to their terms.

B. All actions, ordinances, and administrative rules and regulations of the City in force prior to the effective date of this charter shall, insofar as they are not inconsistent with this charter, remain in full force and effect until amended or repealed by the council or until they expire by their own limitation.

Section 8-03. Special Districts.

Any special district heretofore established and existing in the City shall continue to exist to effectuate the purpose for which it was created, to complete any works begun or authorized therein, to pay the debts of the district and to levy taxes and other charges as may have been or may be legally authorized in the district.

Section 8-04. Special Legislative Acts.

All special legislative acts pertaining to the City, insofar as they are in conflict with the provisions of this charter, shall henceforth be inoperative and of no effect.

Section 8-05. City Retirement Systems.

No pension and retirement system of the City presently in existence shall be affected in any way by this charter. All such pension and retirement systems shall remain in full force and effect and shall be carried out and regulated in accordance with applicable laws and procedures.

Section 8-06. City of Monroe School Board Not Affected.

Nothing in this home rule charter shall affect in any way the rights, powers, and duties of the City of Monroe School Board.

Section 8-07. Declaration of Intent.

This charter shall be liberally construed in aid of its declared intent which is to establish for the people of the City effective home rule free from legislative interference as to the structure and organization of its local government, and with the power and authority to manage its local affairs, all as contemplated and intended by the provisions of Article VI, Sections 5 and 6 of the constitution.

Section 8-08. Severability.

If any provision of this charter is declared invalid for any reason, or the application thereof to any person or circumstances held invalid, said provision shall not affect the validity of this entire charter or any other provision thereof, and the remainder of this charter and the applicability of such provisions to other persons or circumstances shall not be affected thereby.

Section 8-09. Schedule of Transition.

The provisions of this charter pertaining to the election of City officials created hereunder shall become effective on the date this charter is adopted. The remaining provisions of this charter shall become effective on the date of taking of office of the newly elected officials provided for by this charter, such date being established in Section 8-10 (Election of Officials).

Section 8-10. Election of Officials.

A. Municipal elections for the officials provided for by this charter shall be held on the dates established by general state law applicable to the City. Persons elected under the provisions of this charter shall take office at noon on the first Monday in July next following their election.

B. All municipal officers elected under provisions of law applicable to the City prior to the adoption of this home rule charter shall continue to hold their offices and discharge the duties thereof until the officials elected under the provisions of this charter have taken office.

Section 8-11. Charter Ballot.
