CITY OF MONROE
The following Ordinance was introduced by Woods , who moved for its adoption, and was seconded by Muhammad :
AN ORDINANCE AUTHORIZING A MEMORANDUM OF AGREEMENT WITH THE FEDERAL AVIATION ADMINISTRATION FOR THE USE OF CERTAIN REAL PROPERTY AT MONROE REGIONAL AIRPORT AND OTHERWISE PROVIDING WITH RESPECT THERETO.
WHEREAS, the City of Monroe owns and operates the Monroe Regional Airport;
WHEREAS, the Federal Aviation Administration (“FAA”) requires certain real property interests at the Monroe Regional Airport for the construction, operation, and maintenance of navigation, communication, and weather aid facilities in support of the National Airspace System;
WHEREAS, the City and the FAA have previously entered into agreements for such purposes, and the existing agreement is set to expire on September 30, 2026, necessitating the execution of a successor agreement;
WHEREAS, the proposed Memorandum of Agreement (FAA Contract No. 697DCM-26-L-00105) provides for the continued operation and maintenance of such facilities for a term commencing October 1, 2026 and continuing through September 30, 2046;
WHEREAS, the agreement is at no cost to the City, and the consideration for the use of the premises consists of the FAA’s establishment, operation, and maintenance of facilities that support safe and efficient air traffic operations at the Monroe Regional Airport; and
WHEREAS, the City Council finds that entering into said Memorandum of Agreement is in the best interest of the City of Monroe and serves a public purpose by promoting aviation safety and supporting the continued operation of the Monroe Regional Airport.
NOW THEREFORE, BE IT ORDAINED by the City Council of the City of Monroe, Louisiana, in legal session convened, that the Memorandum of Agreement between the City of Monroe and the Federal Aviation Administration (FAA Contract No. 697DCM-26-L-00105), substantially in the form presented, is hereby approved, and Mayor Friday Ellis, or his designee, is hereby authorized to execute the Memorandum of Agreement and any related documents necessary to effectuate the purposes thereof.
This Ordinance was introduced on April 14, 2026.
Notice published on April 17th and May 1st, 2026.
This Ordinance having been submitted in writing, introduced and published, was then submitted to a vote as a whole, the vote thereon being as follows:
AYES: Woods, McFarland & Muhammad
NAYS: None.
ABSENT: Harvey & Ezernack
And the Ordinance was declared ADOPTED on May 12, 2026.
