CITY OF MONROE
The following Ordinance was introduced by Muhammad , who moved for its adoption, and was seconded by Harvey :
AN ORDINANCE AUTHORIZING THE CITY OF MONROE TO ACQUIRE CERTAIN REAL PROPERTY LOCATED AT 603 AND 605 ATKINSON STREET, MONROE, LOUISIANA AND PROVIDING FOR RELATED MATTERS.
WHEREAS, the City of Monroe desires to acquire certain real property located at 603 and 605 Atkinson Street, Monroe, Louisiana (Parcel Nos. 58683 and 58684), and more particularly described below;
WHEREAS, the property is needed to support the Planning and Urban Development Housing Redevelopment Program and related neighborhood redevelopment initiatives;
WHEREAS, a February 25, 2026, appraisal of the property determined the fair market value of the property to be $5,000.00;
WHEREAS, the City of Monroe and Donesa W. Simmons, owner of the property, have agreed upon a purchase price of $5,000.00 for the acquisition of the property; and
WHEREAS, funds for the acquisition will be paid from the 2025 State Appropriation for the Neighborhood Redevelopment Initiative.
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Monroe, Louisiana, in legal session convened, that Mayor Friday Ellis, or his designee, be and he is hereby authorized and empowered, for and on behalf of the City of Monroe, to acquire the following described property for the sum of Five Thousand Dollars ($5,000.00):
Lot 16, Square 12, Wilson Williams Addition
Tax Assessor Parcel No. 58684
605 Atkinson Street
Monroe, Ouachita Parish, Louisiana
AND
Lot 17, Square 12, Wilson Williams Addition
Tax Assessor Parcel No. 58683
603 Atkinson Street
Monroe, Ouachita Parish, Louisiana
BE IT FURTHER ORDAINED that Mayor Friday Ellis, or his designee, is authorized and empowered to execute any and all documents necessary to complete the purchase of the above-described property on behalf of the City of Monroe.

This Ordinance having been submitted in writing, introduced, and published, was then submitted to a vote as a whole, the vote thereon being as follows:
AYES: Harvey, McFarland & Muhammad
NAYS: None.
ABSENT: Ezernack & Woods
And the Ordinance was declared ADOPTED on April 14, 2026.
