CITY OF MONROE
The following Ordinance was introduced by Harvey , who moved for its adoption, and was seconded by Muhammad :
AN ORDINANCE APPROVING A LEASE AGREEMENT BETWEEN THE CITY OF MONROE AND DAVEAIR, LLC AT THE MONROE REGIONAL AIRPORT AND FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, the City of Monroe is the owner of certain land located at the Monroe Regional Airport, which was previously leased to CenturyTel Service Group, LLC d/b/a Lumen (Ord. No. 11,188);
WHEREAS, the Lumen lease terminated, and to the extent not already owned by the City of Monroe, title to all buildings and improvements, including an office building and hangar(s), vested in the City of Monroe;
WHEREAS, the City of Monroe also owns certain vacant land at the Monroe Regional Airport which is available for aeronautical use;
WHEREAS, DaveAir, LLC has requested to lease the Lumen hangar facilities (now known as Hangar 13), and roughly 0.346 acres of available, vacant land, to conduct commercial aeronautical operations;
WHEREAS, La. R.S. 33:4712 permits a municipality to lease property that is no longer necessary for public use, and La. R.S. 2:135.1 permits a municipality to lease airport facilities upon certain terms and conditions;
WHEREAS, the City of Monroe has determined that the proposal submitted by DaveAir, LLC is fair and reasonable and will provide significant value to the Monroe Regional Airport;
WHEREAS, the City does not have its own plans for use or development of the subject property, the property is not currently needed for any public purpose, and the City does not believe that the property will be needed for a public purpose during the term of the lease;
WHEREAS, the City deems the terms of the lease to be in the best interest of the City and that the rentals paid by DaveAir, LLC under the lease are commensurate with the value of the property; and
WHEREAS, the “Hangar and Ground Lease Agreement between the City of Monroe, Louisiana and DaveAir, LLC” is attached hereto and made part hereof.
NOW, THEREFORE, BE IT ORDAINED, by the City Council of the City of Monroe, in legal session convened, that Mayor Friday Ellis, or his designee, be and is hereby authorized and empowered for and on behalf of the City of Monroe, Louisiana, to enter and execute said Hangar and Ground Lease Agreement between the City of Monroe, Louisiana and DaveAir, LLC; and
BE IT FURTHER ORDAINED that the subject property is declared no longer necessary for public use, that the terms and conditions of said lease are fair and reasonable, and that the terms and conditions of the proposed lease are in the best interest of the City.

This Ordinance having been submitted in writing, introduced, and published, was then submitted to a vote as a whole, the vote thereon being as follows:

NAYS: None.
ABSENT: None.
And the Ordinance was declared ADOPTED on November 10 , 2025.
