CITY OF MONROE
The following Ordinance was introduced by Ezernack , who moved for its adoption and was seconded by Harvey :
AN ORDINANCE ADOPTING THE FIVE-YEAR CAPITAL IMPROVEMENT PROGRAM FOR THE CITY OF MONROE FROM MAY 1, 2025, TO APRIL 30, 2030, AND FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, the City of Monroe Charter (Article V) requires the City of Monroe to annually adopt a capital improvement program and budget covering a period of at least five (5) years;
WHEREAS, in accordance with § 5-05 of the Charter, the Mayor prepared and submitted the five-year capital improvement program and budget to the Council on January 30, 2025;
WHEREAS, in accordance with § 5-05 of the Charter, the City Council published in its official journal more than ten days prior to the date of the public hearing (a) a notice of public hearing, including the date, time, and place thereof, (b) a general summary of the proposed capital improvement program, and (c) the times and places where the proposed capital improvement program was available for public inspection;
WHEREAS, a public hearing was held on the proposed capital improvement program on March 11, 2025;
WHEREAS, the Five-Year Capital Improvement Program for May 1, 2025, to April 30, 2030, is attached hereto and made part hereof; and
NOW, THEREFORE BE IT ORDAINED by the City Council of the City of Monroe, Louisiana, in legal session convened, that:
SECTION 1. Adoption. The Five-Year Capital Improvement Program from May 1, 2025, to April 30, 2030, is hereby adopted.
SECTION 2. Budget and Appropriation. The amount budgeted in the Five-Year Capital Improvement Program to be spent during the first year of the program shall be the City of Monroe’s capital budget for the fiscal year May 1, 2025, to April 30, 2026, and funds are hereby appropriated as set forth therein.
SECTION 3. Reproduction. The Five-Year Capital Improvement Program, as finally adopted, shall be reproduced and sufficient copies shall be made available for use by all offices, departments and agencies of the City, and for the use of all interested persons.
This Ordinance was introduced on March 18, 2025.

This Ordinance having been submitted in writing, introduced, and published, was then submitted to a vote as a whole, the vote thereon being as follows:
AYES: Harvey, Ezernack, Woods, McFarland & Muhammad
NAYS: None.
ABSENT: None.
And the Ordinance was declared ADOPTED on April 1st , 2025.
