CITY OF MONROE
The following Ordinance was offered by Woods who moved for its adoption and was seconded by Harvey :
AN ORDINANCE AUTHORIZING THE CITY OF MONROE TO TAKE CORPOREAL POSSESSION OF AND SELL TO TIMOTHY D. JENKINS, ALL RIGHTS, TITLE, AND INTEREST THAT THE CITY MAY HAVE ACQUIRED IN 806 LOUISE ANNE AVE., MONROE, LA, BY ADJUDICATION AT TAX SALE DATED JULY 19TH 2001, AND FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS the property described as
LOT IN SQ. 35, LAYTON’S 2ND ADDN., BEG 150 FT E OF 8TH ST., & FRTG 50 FT ON SO SIDE LOUISE ANNE AVE., DEPTH 150 FT, OUACHITA PARISH, 806 LOUISE ANNE AVE. PARCEL 45869
was adjudicated to the City of Monroe, Louisiana for non-payment of 2001 Ad Valorem Taxes by Adjudication Deed dated and filed July 19, 2001, in Conveyance Book 1833 at page 306 of the Records of Ouachita Parish, Louisiana;
WHEREAS, the 2000 Ad Valorem Taxes forming the basis for the described adjudication were validly assessed by the City of Monroe against Fred and Mollie Decatur;
WHEREAS, the City of Monroe has made efforts to contact Fred and Mollie Decatur by registered mail and notification published in the News Star with no response;
WHEREAS, Timothy D. Jenkins wishes to purchase said property from the City of Monroe;
WHEREAS, pursuant to the provisions of La. R.S. 47:2238.1 et seq., property adjudicated to the City of Monroe for more than five (5) years may be sold to a specific named individual who has paid all taxes and other costs associated with the transfer of the property by the City of Monroe to the named individual;
WHEREAS, Timothy D. Jenkins has paid Two Thousand Eight Hundred five and 38/100 Dollars ($2,805.38), which includes Two Thousand Eighty-eight and 38/100 ($2,088.38) in City and Parish taxes, the remainder being legal fees for the City of Monroe and the Parish of Ouachita, advertising costs, mailing cost, and filing and recordation of all documents necessary to accomplish the acquisition of the property and then transfer from the City to the new owner.
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Monroe, Louisiana, in legal session convened, that the hereinafter described property is no longer needed for public purposes; the City of Monroe has made efforts to contact Fred and Mollie Decatur by registered mail and publication in the News Star with no response; and the City of Monroe desires to sell to Timothy D. Jenkins the property described as follows:

BE IT FURTHER ORDAINED that a designated City representative is authorized to execute all documents necessary to effectuate said sale.
This Ordinance was introduced on February 10, 2026.
Notice published on the 13th day of February 2026.
This Ordinance having been submitted in writing, introduced and published, was then submitted to a vote as a whole, the vote thereon being as follows:
AYES: Harvey, Ezernack, Woods, McFarland & Muhammad
NAYS: None.
ABSENT: None.
And the Ordinance was declared ADOPTED on February 24, 2026.
