Mayor Statement – October 29, 2025
October 29, 2025
“At approximately 2:56 a.m. on October 28, 2025, Monroe Police Department (MPD) officers responded to a shooting in the 2000 block of Grammont Street. Upon arrival, they discovered the lifeless bodies of 27-year-old Jamal Bosley, 25-year-old Jaborris Simpson, and a two-year-old female child. This act of violence shook our City to its core.
Today, we share this update with both grief and resolve.
Thanks to the tireless work of MPD officers and detectives—and the courageous tips and information provided by members of our community—a prime suspect was identified and arrested within eight hours of yesterday’s press conference. Travis Payton, age 24, has been charged with three counts of First-Degree Murder, Home Invasion, and Criminal Conspiracy. This is an ongoing investigation to ensure all those involved are found and brought to justice.
This swift and thorough response is a direct result of the investments and intentionality we’ve made since 2020 in strengthening our police department, deepening community relationships, and prioritizing public safety. It is proof that when we build trust and capacity, we get results.
We commend the Monroe Police Department for their relentless pursuit of justice. We thank the community for stepping forward with information that made this arrest possible. And we recognize the leadership within MPD for supporting their officers and ensuring they had the tools and backing to get the job done.
As this investigation continues, we ask for patience and responsibility from all parties. The City and MPD are committed to providing accurate and timely updates. We also remind the public and media that premature or unofficial information can compromise the integrity of this case and impede justice.
We will not rest until every individual responsible for this despicable crime is held accountable. The loss of a child to violence is a line we cannot, and will not, tolerate.
If you have any additional information, please contact the Monroe Police Department at (318) 329-2600 or Crime Stoppers of North Delta at (318) 388-2274 (CASH).
Let this moment be a turning point. Monroe stands together—for justice, for truth, and for the safety of every child in our City.”
