City of Monroe Clarifies Final Phase of Storm Debris Cleanup; Normal Collection Rules in Effect

March 25, 2026

The City of Monroe is nearing completion of its Winter Storm Fern debris removal. During cleanup, the City temporarily suspended normal collection rules to facilitate recovery efforts, including allowing large debris piles and waiving size limitations. The City has identified the remaining storm-related debris currently in place and will complete collection of that material.

Over the last week, however, Public Works has seen an increase in newly generated yard waste and freshly cut trees being placed at the curb or in the median. Much of this is not storm-related and does not comply with City collection rules.

All new yard waste and debris must comply with normal City collection standards:
● Leaves and grass must be bagged.
● Limbs must be cut, stacked, and limited in size (with each limb not exceeding four (4) feet in length, six (6) inches in diameter, and fifty (50) pounds in weight).
● Large tree trunks and trimming debris exceeding these limits must be removed by the contractor at the time the work is performed and may not be placed for City collection.

New debris added to the right-of-way or placed in excess of these limits will not be collected.

Residents and contractors may dispose of trees and non-compliant yard waste through standard methods, including landfill drop-off at White Oaks Landfill (588 Meadowlark Drive) or Waste Management (6280 Millhaven Road).

The City will enforce these requirements. Debris placed in violation of City Code, including in the public right-of-way, may result in additional collection fees, fines, or other civil or criminal penalties under Monroe City Code §§ 16-20, 24-7, 24-8 and 34-3.

The City appreciates the public’s cooperation as it completes storm cleanup and continues regular sanitation services.
