Inspection Approval Certificate Application
If you need electrical service through Entergy in the City of Monroe, the first step is obtaining an Inspection Approval Certificate, by logging into MGOConnect, then by clicking Apply Online for Planning and Zoning, then by clicking Planning and Zoning Division, then select Open and fill out application and submit.
This certificate is required for:
- Starting a new business
- Change of address
- Change of ownership
- Electricity changes for a Clean and Show
- Read and Leave On requests
- Changing an existing Entergy account into your name
The certificate from this application is also used for:
- Acquiring an occupational license
- Setting up your Tax Account with the City
Step 1: Create Your MGOConnect Account
The City of Monroe uses MGOConnect for all permits and Planning & Zoning projects for both commercial and residential development.
You can manage permits, applications, inspections, and project updates online from anywhere through the MGOConnect portal.

Creating a Free User Account
- Go to the MGOConnect portal
- Click New Account at the top of the screen
- Complete the short questionnaire with:
- Preferred email address
- First name
- Last name
- Working phone number
- Click Create Account
Important Phone Verification Notice
You will receive an automated phone verification call immediately after creating your account.
Phone numbers are used to connect you with your projects, so please make sure you use a working phone number on your account.

Step 2: Submit an Inspection Approval Certificate Application
Once logged in, submit an Inspection Approval Certificate Application through MGOConnect.
What to Include in Your Request
When submitting your application, please clearly describe your need. Examples include:
- New business setup
- Change of address
- Change of ownership
- Clean and Show service
- Read and Leave On request
- Transferring the Entergy account into your name
Alcohol Sales License Requirements
If you are applying for alcohol sales, please review the applicable city ordinance to understand what is required to obtain a license for the sale of alcohol.
Be sure all required documentation is submitted before applying.
Required Documentation
Please provide one of the following based on your situation:
If You Are the Owner
- Signed copy of the ownership deed
If You Are a Potential Owner
- Signed purchase contract or agreement
If You Are Renting
- Signed lease agreement
Additional Supporting Documents
- Any additional supporting documents related to your application
Entergy Electricity Activation
For applications involving Entergy electricity activation, power must be turned on before the fire inspection can be completed.
Entergy Disconnect and Reconnect for Repairs
If you must disconnect your Entergy power for repairs or any other reason, your Electrical Contractor must apply for an Electrical Permit through MGOConnect before repairs begin.
Reconnection Process
- Your Electrical Contractor submits an Electrical Permit application through MGOConnect
- Repairs are completed
- After repairs, an Electrical Final Inspection is requested
- After inspection passes, the City sends a permit notice to Entergy
- Entergy can then proceed with reconnecting electrical service
Process Steps
Step 1: Pay the Required Fee
Once your application fee has been paid, you may move forward with scheduling inspections.
Step 2: Schedule Building and Electrical Inspections
Building and electrical inspections must be scheduled after payment is received.
Please note:
- Inspections must be scheduled for the next business day at the earliest
- Same-day inspections are not available
- The CBO does not perform same-day inspections
Step 3: Schedule Fire Inspection (If Electricity Is On)
If electricity is already active at the property, you should notify the City to schedule your fire inspection.
Step 4: Inspection Approval
After the building, electrical, and fire inspections have passed, notice will be sent to Entergy to activate electrical service.
