CITY OF MONROE

The following Ordinance was introduced by Harvey , who moved for its adoption, and was seconded by Woods :

AN ORDINANCE APPROVING THE ANNEXATION OF ±0.38 ACRES; EXTENDING AND ENLARGING THE BOUNDARIES OF THE CITY OF MONROE, LOUISIANA; PROVIDING FOR RECORDATION OF THE REVISED BOUNDARY; ESTABLISHING AN EFFECTIVE DATE; AND OTHERWISE PROVIDING FOR RELATED MATTERS.

WHEREAS, a petition for annexation (ANX 101-26) has been filed by Larry Bennett, the owner of certain property consisting of approximately 0.38 acres located at 115 Logan Lane, requesting that the City of Monroe extend and enlarge its corporate limits to include said property;

WHEREAS, the legal description of the property proposed for annexation is as follows:

Lot in Lot 11 Resub Ingleside Plantation beginning 550 feet south of DeSiard Street, South on line dividing Lots 11 & 12 50 feet, depth west 160 feet;

Lot in Lot 11 Resub Ingleside Plantation beginning 600 feet south of DeSiard Street, south on line dividing Lots 11 & 12 50 feet, depth west 160 feet;

(Parcel Nos. 70282 and 70276)

WHEREAS, a zoning map amendment (MA 101-26) was contemporaneously filed with the petition for annexation seeking to designate the property as the R-1 (Single Family Residence) zoning classification;

WHEREAS, the property proposed for annexation is contiguous to the present corporate limits of the City of Monroe;

WHEREAS, the petition for annexation has been filed by the owner of the subject property in accordance with La. R.S. 33:172;

WHEREAS, the legal description and plat of the property proposed for annexation have remained on file in the office of the Clerk of the City of Monroe for more than ten (10) days prior to the adoption hereof;

WHEREAS, notice of the filing of the petition has been published in accordance with applicable law and all interested parties have been afforded an opportunity to be heard;

WHEREAS, the Monroe Planning Commission considered the annexation request and related zoning request at a duly noticed public hearing held on May 4, 2026, and recommended approval of both applications by a vote of 5-0-1;

WHEREAS, the property is presently located in Ouachita Parish and does not presently possess a municipal zoning classification;

WHEREAS, the City Council finds that annexation of the property and assignment of an R-1 (Single Family Residence) zoning classification are consistent with the City of Monroe Comprehensive Plan, compatible with surrounding residential land uses, and in the best interests of the City of Monroe and the orderly development thereof.

NOW, THEREFORE, BE IT ORDAINED, by the City Council, in legal and regular session convened, that:

Section 1. The corporate limits of the City of Monroe, Louisiana, are hereby extended and enlarged to include the following described property:

Lot in Lot 11 Resub Ingleside Plantation beginning 550 feet south of DeSiard Street, South on line dividing Lots 11 & 12 50 feet, depth west 160 feet;

Lot in Lot 11 Resub Ingleside Plantation beginning 600 feet south of DeSiard Street, south on line dividing Lots 11 & 12 50 feet, depth west 160 feet;

(Parcel Nos. 70282 and 70276)

Section 2. Within ten (10) days after adoption of this Ordinance, the Clerk of the City of Monroe shall cause the description of the enlarged municipal boundaries, as amended by this annexation, to be recorded in the Conveyance Records of Ouachita Parish, Louisiana, in accordance with La. R.S. 33:171, et seq.

Section 3. The Clerk of the City of Monroe shall furnish a copy of this Ordinance, together with a map and written description of the annexed territory, to the Louisiana Secretary of State and the Ouachita Parish Registrar of Voters within the delays provided by law.

Section 4. This Ordinance shall become effective thirty (30) days after adoption and publication as required by law.

Section 5. Upon the effective date of this Ordinance, the Official Zoning Map of the City of Monroe, as described in Section 37-34 of the City of Monroe Comprehensive Zoning Ordinance, is hereby amended to classify the annexed property as R-1 (Single Family Residence), and the property shall thereafter be subject to all applicable zoning regulations of the City of Monroe; and

Section 6. Upon the effective date of this Ordinance, the annexed property shall be subject to all applicable ordinances, regulations, and taxation of the City of Monroe, Louisiana.

This Ordinance was introduced on August 25, 2026.

Notice Published on August 28th , 2026.

This Ordinance having been submitted in writing, introduced and published, was then submitted to a vote as a whole, the vote thereon being as follows:

AYES: Harvey, Ezeranck, Woods, McFarland & Muhammad

NAYS: None.

ABSENT: None.

And the Ordinance was declared ADOPTED on September 8, 2026.
