2025 EMERGENCY SOLUTIONS GRANT PROGRAM

PUBLIC MEETING

The City of Monroe has received an application package for the 2025 Louisiana Emergency Solutions Grants Program (ESGP), administered by the Louisiana Housing Corporation (LHC). ESGP funds may be used for the following eligible activities:

  • Rehabilitation or conversion of buildings for use as emergency shelters for the homeless;
  • Operating costs of emergency shelters;
  • Essential services related to emergency shelters and street outreach; and
  • Homelessness prevention and rapid re-housing assistance

Eligible applicants under the State ESG Program include units of local government and Continuum of Care (CoC) agencies, which may allocate funding to private nonprofit organizations. For this application cycle, the City of Monroe will serve as the lead applicant for Region VIII. Parishes within Region VIII are Caldwell, E, Carroll, Franklin, Jackson, Lincoln, Madison, Morehouse, Ouachita, Richland, Tensas, Union, and W. Carroll.

IMPORTANT NOTE:

The City of Monroe Department of Planning & Urban Development will host a Question-and-Answer Session to provide guidance to interested applicants on the 2025 Louisiana Emergency Solutions Grant (ESG) Notice of Funding Availability (NOFA). This session will offer an opportunity for organizations to inquire about program requirements and the application submission process.

All organizations interested in applying for ESG funds are required to attend.

Important Requirements:

Participating organizations must be enrolled in the Homeless Management Information System (HMIS) at the time of submission.
Matching funds (including in-kind contributions) must be provided in accordance with program guidelines.
The total amount of funding available under this Notice of Funding Availability (NOFA) is $198,818.00

Nonprofit organizations interested in submitting a project proposal must complete and submit the application no later than Thursday, July 9, 2026, by 3:00 p.m. to the Planning & Urban Development Department, 1401 Stubbs Avenue, Monroe, LA 71201.
