CITY OF MONROE
The following Ordinance was introduced by Harvey who moved for its adoption and was seconded by Ezernack :
AN ORDINANCE DECLARING CERTAIN MOVABLE PROPERTY AS SURPLUS AND AUTHORIZING ITS SALE THROUGH AN ONLINE PUBLIC AUCTION CONDUCTED BY 32 AUCTIONS AND FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, pursuant to La. R.S. 33:4712 and La. R.S. 33:1711.1, the City of Monroe (“City”) may declare movable property no longer needed for public purposes as surplus and authorize the sale of such property through public online auction;
WHEREAS, the City is currently engaged in the remediation of the Candy Company site through funding provided by an Environmental Protection Agency Brownfields grant;
WHEREAS, during remediation, certain movable property, primarily consisting of outdated furniture, miscellaneous items, and materials of no practical use or value to the City, has been determined to be no longer necessary for public use and deemed surplus;
WHEREAS, the City desires to dispose of this surplus property through a public auction to both clear the facility and contribute proceeds toward the local match requirement under the Save America’s Treasures grant, which will support the restoration of the historic Cooley House;
WHEREAS, 32 Auctions is a reputable and publicly accessible online auction platform that provides secure and competitive bidding processes for the sale of property;
WHEREAS, a complete list and description of all the surplus movable items is contained on the Auction List attached hereto and made part hereof;
NOW, THEREFORE, BE IT ORDAINED, City Council, in legal and regular session convened, that the miscellaneous furniture, items, and other materials, listed in the attached Auction List, are no longer needed for public use, and the City is hereby authorized to sell at an online public auction for cash, after notice, any and all of said material at the best price on an “as is” basis, pursuant to Louisiana Revised Statutes 33:4712 and 33:1711.1;
BE IT FURTHER ORDAINED, that the proceeds of said auction shall be dedicated toward the local match requirement under the Save America’s Treasures grant, which will support the restoration of the historic Cooley House; and
BE IT FURTHER ORDAINED that prior to final adoption herein, notice of this Ordinance will be published in the official journal three times within fifteen days, one week apart. Any opposition must be filed with the Clerk of the Monroe City Council within fifteen days of the first publication.

Notice Published on July 23rd, & 30th and August 6th , 2025.
This Ordinance having been submitted in writing, introduced and published, was then submitted to a vote as a whole, the vote thereon being as follows:
AYES: Harvey, Ezernack, Woods, McFarland & Muhammad
NAYS: None.
ABSENT: None.
And the Ordinance was declared ADOPTED on August 12 , 2025.
