The following Ordinance was introduced by Woods who moved for its adoption and was seconded by Dawson:
AN ORDINANCE AUTHORIZING THE CITY OF MONROE TO REPEAL AND REPLACE THE MONROE REGIONAL AIRPORT’S MINIMUM STANDARDS FOR COMMERCIAL AERONAUTICAL ACTIVITIES AND FURTHER PROVIDING WITH RESPECT THERETO:
WHEREAS, the City is the owner and operator of the Monroe Regional Airport;
WHEREAS, the City has accepted grant funds from the Federal Aviation Administration (FAA) and is contractually obligated to operate and maintain the Airport in accordance with FAA policies, procedures, and guidance;
WHEREAS, the City has the authority to regulate commercial activities and general conduct at the Airport under Louisiana Revised Statutes Section 2:135.1 and Section 2:138;
WHEREAS, pursuant to Ordinance No. 11,526, the City adopted the Minimum Standards for Commercial Aeronautical Activities of the Monroe Regional Airport, dated September 22, 2014 (“Minimum Standards”);
WHEREAS, the City’s current regulations pertaining to general conduct on the Airport are set forth at Chapter 7 of the City’s Code of Ordinances, and incorporate the Minimum Standards by reference;
WHEREAS, the City has determined that the Minimum Standards should be updated and certain regulations within Chapter 7 are no longer consistent with the operation of the Airport; and
NOW, THEREFORE BE IT ORDAINED by the City Council of the City of Monroe, Louisiana, in legal session convened, that the 2022 Minimum Standards for Commercial Aeronautical Activities at the Monroe Regional Airport, a copy which is attached hereto, is hereby adopted.
This Ordinance was introduced on the 12th day of April, 2022.
Notice published on the 18th day of April, 2022.
This Ordinance having been submitted in writing, introduced and published, was then submitted to a vote as a whole, the vote thereon being as follows:
AYES: Woods, Marshall & Dawson
NAYS: None.
ABSENT: Harvey, Ezernack
And the Ordinance was declared ADOPTED on 26th day of April, 2022.
