EMERGENCY ORDINANCE

The following Ordinance was offered by Ezernack who moved for its adoption and was seconded by Woods:
AN ORDINANCE DECLARING THE REPAIR OF TWO GRIT PUMPS, CHECK VALVES, ISOLATION VALVES AND TWO SLUDGE PUMPS AT THE WATER POLLUTION CONTROL CENTER (WPCC) AN EMERGENCY AND NECESSITATING IMMEDIATE REPAIR AND/OR REPLACEMENT AND FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, the grit pumps, including check valves and isolation valves, and two sludge pumps at the Water Pollution Control Center (WPCC) sustained heavy damage due to the recent extended freezing weather event; and
WHEREAS, failure to get these grit pumps repaired immediately will cause an extreme buildup of grit at the headworks and will result in damage to downstream processes; and
WHEREAS, the sludge pumps are responsible for removing sludge from the final clarifiers and failure to quickly repair these pumps will result in non-compliance with the WPCC’s permit, making this an emergency; and
WHEREAS, the cost is not known at this time, but it is estimated to be under $75,000; and
WHEREAS, funds for this repair will come from the WPCC’s Repairs and Maintenance account which has a balance of $616,646.
NOW, THEREFORE BE IT ORDAINED by the City Council of the City of Monroe, Louisiana, in legal session convened, that the failure of the two grit pumps, check valves, isolation valves and two sludge pumps located at the Water Pollution Control Center (WPCC), be and is hereby declared an emergency and in need of immediate repair and/or replacement.
This Ordinance having been submitted in writing and was then submitted to a vote as a whole, the vote thereon being as follows:
AYES: Harvey, Ezernack, Woods, Marshall & Dawson
NAYS: None.
ABSENT: None.
And the Ordinance was declared ADOPTED on the 23rd day of February 2021.
