STATE OF LOUISIANA                                                                     NO.  12,025                 

 

CITY OF MONROE

 

The following Ordinance was introduced by Mrs.  Dawson                         who moved for its adoption and was seconded by Mrs.  Ezernack                                 .

 

AN ORDINANCE DECLARING A ONE-TIME WAIVER OF CLASS A LICENSE FEES FOR BARS AND NIGHTCLUBS THAT WERE UNABLE TO OPEN DURING THE COVID-19 PANDEMIC AND FURTHER PROVIDING WITH RESPECT THERETO:       

                              

WHEREAS, on March 11, 2020, Governor John Bel Edwards declared that a statewide public health emergency existed in the State of Louisiana because of Covid-19 and on March 16, 2020, Governor Edwards ordered the closure of bars and nightclubs in Louisiana;

 

WHEREAS, bars and nightclubs that do not sell food have been ordered to remain closed as a result of the Covid-19 pandemic;

 

WHEREAS, since bars and nightclubs were not allowed to operate for most of the year, the City will waive the annual Class A license fee for the year 2021 only for current Class A license holders that timely paid his or her 2020 Class A license fee for his or her bar or nightclub;

 

WHEREAS, the 2021 waiver of the Class A license fee is for business that operate as a bar or nightclub only and were unable to operate during the Covid-19 pandemic; and

 

WHEREAS, all other license and application requirements outlined in Chapter 4 of the Monroe Code of Ordinances remain in effect and shall be complied with for bars and nightclubs.

 

NOW, THEREFORE, BE IT ORDAINEDby the City Council of the City of Monroe, Louisiana in legal session convened, that due to the state of emergency declared by Governor Edwards on March 16, 2020, in which bars and nightclubs were ordered to cease operations, the City may waive Class A license fees for bars and night clubs for the year 2021 only as outlined above.

 

This Ordinance was introduced on the  27th       day of  October      , 2020.

Notice published on the  30th        day of  October                , 2020.

 

This Ordinance having been submitted in writing, introduced and published, was then submitted to a final vote as a whole and the vote thereon being as follows:

 

AYES:            Ezernack, Woods, Marshall & Dawson

 

NAYS:            None.

 

ABSENT:       Harvey

 

And the Ordinance was declared ADOPTED on the  10th    day of  November       , 2020.
