            The following Ordinance was offered by Ms.  Woods                         who moved for its adoption and was seconded by Mr.   Echols                       :

AN ORDINANCE ADOPTING AND AMENDING THE ZONING MAP FOR THE CITY OF MONROE, LOUISIANA

WHEREAS, the City Council of the City of Monroe has held its Public Hearing with respect to the following proposed Zoning Map Amendment, to-wit:

            An amendment to the Zoning Map to create Century Village Planned Unit Development, Phase 1A, a ±14.449 acre tract of land, presently located in Ouachita Parish and more particularly described as follows:

        Lots A1-A7, of the proposed Century Village Planned Unit Development, Phase 1A.

            APPLICANT: Southern Lifestyle Development (PUD 100-19)

WHEREAS, the City Council has further considered the report of the Monroe Planning Commission recommending approval, on a 4-0-1 vote.  A Planned Unit Development (PUD) is a residential, commercial, or mixed-use development guided by a total design plan in which one or more of the zoning or subdivision regulations, other than use regulations, shall be permitted to be waived or varied to allow flexibility and creativity in site and building design and location. The PUD is a hybrid of a zoning amendment and a subdivision, therefore, an ordinance is required to change the zoning map.

The Century Village Planned Unit Development will be a mixed use development including a variety of residential types, commercial and public spaces.  This is the first part of a Phase 1 of a total of three (3) phases of this development. This phase includes commercial development along with a town square. There may be some residential units developed as a two (2) to three (3) story mixed-use building with residential units above commercial office space.

Development Information

Total number of lots

Six (6) lots (Five [5] lots Commercial or mixed-use, one [1] town square)

Sidewalks

Five (5’) feet in width on all public streets

Setbacks

Zero (0’) feet where there is no utility easement and five (5’) feet to eight (8’) feet where there is an easement along the front property line.

Utility Easements

Five (5’) feet to eight (8’) feet at front property lines.

Height

Additional commercial buildings to be varied to up to four (4) stories*

Uses

The uses in most cases have not been determined but will remain consistent in this Phase with those in the B-3 General Commercial/Business District.

*The height of the IBM building in Lot A7 was varied to five (5) stories or 73’ in the previous preliminary and final plat approvals for Phase 1A.

The streets within Phase 1A were accepted by the City in October 2018 by ordinance.

A drainage impact statement has been prepared and approved.

The B-3, General Business/Commercial District will remain the underlying zoning district but is being varied as part of this Planned Unit Development.

One of the requirements of a Planned Unit Residential Development is to have 30% of the development reserved for open space/recreational areas and this development meets that requirement. The maintenance and care of all the common areas shall be the responsibility of Southern Lifestyle Development, LLC or a property owners association formed for this purpose.

Share parking arrangements will be required for the mixed-use area of the development.

NOW, THEREFORE

                    BE IT ORDAINED by the City Council of the City of Monroe, Louisiana in legal session convened that the Zoning Map of the City of Monroe and the boundaries thereof which map is described in Section 37-34 of the City of Monroe Comprehensive Zoning Ordinance and which map shown the Zoning Districts and Boundaries thereof, Century Village Planned Unit Development, Phase 1A, consisting of Lots A1-A7, is shown on the map which is attached hereto and made a part thereof and which is adopted as the new Zoning Map of the City of Monroe.

            This ordinance was INTRODUCED on the 22nd of January 2019.

NOTICE PUBLISHED on the  25th, 28th & 30th            day of  January , 2019.

            This Ordinance having been submitted in writing, introduced and published was then submitted to a final vote as a whole, the vote thereon being as follows:

AYES:             Echols, Ezernack, Woods, Wilson & Clark

NAYS: None.

ABSENT:         None.

And the Ordinance was declared ADOPTED on the  12th      day of  February        , 2019.
