The following Ordinance was introduced by Mr.  Echols                 , who moved for its adoption and was seconded by Mrs.  Ezernack                        :

 

AN ORDINANCE AMENDING THE CURRENT CHAPTER 27, PLUMBING CODE, OF MONROE CITY CODE, ARTICLE II, DIVISION 4, SECTION 27-55 – PERMIT FEES, AND FURTHER PROVIDING WITH RESPECT THERETO:

            WHEREAS, the current Monroe City Code of Ordinances contains Chapter 27, Plumbing Code, of the Monroe City Code, Article II, Division 4, Section 27-55 – Plumbing Fees;

 

            WHEREAS, the current fee rates be amended to rates that better reflect the true cost of performing permitting and inspection services; and

 

            WHEREAS, the penalties for illegal work exist, but not in a clearly defined scaled increase.

 

            NOW THEREFORE it is hereby ordained that the current Chapter 27, Plumbing Code, of the Code of the City of Monroe, Article II, Division 4, Section 27-55 – Plumbing Fees is hereby enacted as follows:

 

            THEREFORE, the current Chapter 27, Plumbing Code, of the Code of the City of Monroe, Louisiana, Section 27-55 be amended as follows:

 

       Sec. 27-55. - Plumbing fees.

The following fees shall be paid to the city for the inspection of plumbing fixtures, buildings connections or work, as indicated:

Permit Fee ..... $ 25.00  $75.00

For each fixture/misc. drains ..... 10.00

Re-inspection ..... 20.00

Convenience re-inspection fee, $20.00.

 

Re-inspection fee for initial inspection failure:

First re-inspection, $35.00.

Second re-inspection, $50.00.

Third and subsequent re-inspections, $75.00 per re-inspection until inspection is passed.

Fees are to be assessed and collected prior to issuance of final Certificate of Occupancy.                       No final Certificate of Occupancy or final Plumbing inspection certificate shall be issued for a project with outstanding fees.

Grease trap/Oil separator ..... 25.00

Penalty fee ..... 60.00

Penalty fees:

First offense, $75.00.

Second offense, $250.00.

Third offense, $500.00 and suspension of Monroe Occupational License for 1 year. Fees to be collected per this section.

Buildings, move from one property to another (not to include sewer tap, inspection fee or added fixtures) ..... 50.00

Single-family ..... 50.00

Multifamily: first unit ..... 50.00

Each additional unit ..... 25.00

Minimum inspection ..... 20.00

Moving fixtures ..... 10.00

Extra sewer connections, within property lines:

    Residential ..... $ 25.00

    Commercial ..... 40.00

For the issuance of a permit for underground sprinkler systems, the following fees shall be charged:

    Domestic backflow preventer ..... $ 60.00

    Irrigation backflow preventer ..... 60.00

    Fire main backflow preventer ..... 60.00

            THE COUNCIL OF THE CITY OF MONROE HEREBY ORDAINS, That if any section, subsection, sentence, clause or phrase of this legislation is, for any reason, held to be unconstitutional, such decision shall not affect the validity of the remaining portions of this ordinance. The Council hereby declares that it would have passed this law, and each section, subsection, clause or phrase thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses and phrases be declared unconstitutional.

 

THE COUNCIL OF THE CITY OF MONROE HEREBY ORDAINS, That the provisions of this ordinance shall apply to all actions issued pursuant to Chapter 27 and all other Chapters as listed herein and above.

 

            This Ordinance was introduced on the  24th               day of  April                        , 2018.

 

            Notice published on the  27th             day of  April               , 2018.

 

This Ordinance having been submitted in writing, introduced and published, was then submitted to a vote as a whole, the vote thereon being as follows:
