EMERGENCY ORDINANCE
STATE OF LOUISIANA
CITY OF MONROE NO. 11,834
The following Ordinance was introduced by Mr. Echols who moved for its adoption and was seconded by Ms. Woods :
AN ORDINANCE DECLARING THE CONDITION OF THE GRATE FRAMES AND SEATS AT THE PLUM STREET UNDERPASS TO BE AN EMERGENCY NECESSITATING IMMEDIATE REPAIRS AND FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, there have recently been repairs to the banks of the Plum Street underpass which needed stabilization due to erosion and to the pumps for damage caused by rocks and debris getting in the pumps; and
WHEREAS, as part of the previous repair modified the grates and frames in the trench box drains to install grates with smaller openings to prevent rocks from getting into the drains and then into the pump station; and
WHEREAS, due to conditions of the existing pavement the frames and seats are subject to impact loading which is damaging the frames and the seats and causing failure in the trench boxes such that the grates can no longer bear traffic loads and require modification of the frames, seats, trench boxes and pavement;
and
WHEREAS, the City has already begun the process of repairing same, access of traffic under the bridge has been stopped as the condition poses a risk of harm to pedestrians and motorist; and
WHEREAS, funds are available through the street fund.
NOW, THEREFORE BE IT ORDAINED by the City Council of the City of Monroe, Louisiana, in legal session convened, that the condition of the frames, seats, trench boxes and pavement at the Plum Street Underpass poses a danger to the public and is hereby declared an emergency.
BE IT FURTHER ORDAINED that such emergency repairs necessary to repair the condition is authorized and James E. Mayo, Mayor of the City of Monroe is authorized to enter into such contracts as may be necessary to complete the project.
This Ordinance having been submitted in writing and was then submitted to a vote as a whole, the vote thereon being as follows:
AYES: Echols, Ezernack, Woods, Wilson & Clark
NAYS: None.
ABSENT: None.
And the Ordinance was declared ADOPTED on the 27th day of February , 2018.
